When we visit Norfolk now, we stay at the Courtyard on Plume St. which has mid-range rates (it's about 6-8 blocks from the cruise pier, but a block or so to the McArthur Mall). They charge us nightly for parking, and I have no idea if they do week-long parking, but you could probably find them on the Marriott site and call/email and ask.
